He was born November 12, 1955 to his mother and father Casimero Vela and Teofila Carrion Cortez in San Benito, Texas. As Raul grew into adulthood he worked for Vetco in Ventura, California. When he had a minute of down time he loved movies, drinking and hanging out with friends and family.
